Abstract

This Perspective from CMS leaders discusses the alignment of quality measures across federal programs through the newly introduced Universal Foundation. With coverage affecting over 150 million Americans, the authors stress that harmonized metrics are just the starting point for broader care transformation. Success hinges on collaboration among providers, insurers, government bodies, and patients. The article underscores the role of the Universal Foundation in catalyzing system-wide alignment, equity-driven improvement efforts, and shared accountability for outcomes. The accompanying “Double Take” video highlights the value of broadening differential diagnoses when clinical cases evolve atypically.
