Care Churn — Why Keeping Clinic Doors Open Isn’t Enough to Ensure Access to Abortion
Abstract
This article explores how abortion access is impacted not only by clinic closures, but also by fluctuations in services, ownership, licensing, staffing, and state policy. Using the example of a clinic in Toledo, Ohio, the authors introduce the concept of "abortion care churn" the instability of abortion service availability even in operational clinics. They argue that measuring care churn is essential to fully understanding and addressing barriers to abortion access.
